The short answer

Microsoft opened a voluntary exit offer on 26 October 2026 to staff at experience level 70 and below in the US, Canada, India and the UK. Around 60,000 people are eligible, about 27 percent of its 223,000 workforce. Staff decide in early December and leave on 31 December.

What was announced

The offer is a voluntary exit, not a layoff. It covers four countries and reaches higher up the ladder than the April program, which was capped at senior director level. This one goes to vice president level, according to reporting on the internal plan.

Microsoft's chief people officer framed it as flexibility: more ways for employees to shape their next chapter. The memo builds on the voluntary retirement program that ran earlier this year.

The number that explains it

Capital spending for the September quarter was guided above $50 billion, against $34.9 billion in capital spending and finance leases a year earlier. That is the cost of the data centres behind Azure and the AI workloads Microsoft sells to Anthropic, OpenAI and everyone else.

Free cash flow was $19.64 billion in the quarter, down 23 percent year over year. Microsoft is trying to protect that number while it builds.

This is the third round in 2026

April: a first ever voluntary retirement program, open to about 7 percent of US employees. July: 4,800 layoffs. October: this offer, open to 27 percent of the global workforce. More than 30 percent of the people eligible in April took it.

That take-up rate is the number to watch. If a similar share accepts in December, the headcount change happens without a layoff announcement, which is why the framing matters to both staff and investors.

Why it matters if you work in operations

Microsoft is not shrinking the work. It is changing who does it. The company has been giving engineers, sellers and supply chain teams AI tools and measuring the result, then reorganising around what the tools can carry.

For anyone in an operations, support or reporting role, the lesson is not "AI took the job". It is that the layer of work which is mostly moving information between systems is the layer being absorbed. The roles that survive are the ones where someone decides, checks or is accountable.

Questions people ask

Is this a layoff?

No. It is a voluntary exit offer. People choose whether to take it, and those who do leave on 31 December.

How many people are eligible?

Around 60,000, which is about 27 percent of Microsoft's 223,000 employees, across the US, Canada, India and the UK.

Why now?

Capital spending on AI infrastructure has climbed above $50 billion a quarter while free cash flow fell 23 percent, so the company is cutting cost where it can without a layoff headline.
